It got sucked into the God-damned Batman TV inspired "camp" tone which afflicted all superhero movies between about 1960 and the release of, ironically, the Michael Keaton Batman film in 1989.
It's hard to get the audience to take a concept seriously when the film makers themselves obviously don't.
